English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent poll of municipal councils, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of public land and land to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to manage increasing financial challenges.”

Detailed Cases of Planned Sales

One local authority in Kent announced its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Broader Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of county councils recently further found council budgets being stretched by the growing number of children and adults requiring Send support.

The County Councils Network projected that council deficits will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
